Losey was riding in 30-year-old Matthew Long's vehicle at the time of the arrest. Kelly says the two were in the process of distributing heroin.
Long is wanted on charges of possession of heroin and tampering with evidence.
Losey is currently at the Southeast Ohio Regional Jail.
