The system of evaluating progress in Ohio schools would change significantly under a plan the state will submit as it seeks a waiver to the federal No Child Left Behind requirements.

President Barack Obama recently freed 11 states from some of the mandates, and more states are expected to pursue waivers. Ohio will submit its plan this month.

Schools would have to show improvement among all students, regardless of factors such as their race or economic status. Students would need to pass state tests, but schools also would be judged by how well they shrink the academic performance gap between children of different races and backgrounds.

Students whose schools fall short in math and reading improvements would no longer get school transfers or free tutoring.
