A traffic stop ended in the largest seizure of black tar heroin ever in Scioto County.

The Portsmouth Police Department says they found a little more than 150 grams of heroin during the stop Monday night.

They say that amount of heroin is worth an estimated $20,000 in street value.

Police arrested Dorothy Stone, 30, of Portsmouth, Dave Elrod, 58, of Portsmouth, Jess Fleming, 22, of Vinton, and Arthur Adkins, 41, of Columbus.

Police say they pulled over Fleming and Adkins on U.S. 23 for a routine traffic stop when a search of the car resulted in the finding of the heroin.

Police also found a small amount of heroin, prescription drugs, cash, and a loaded handgun at Elrod and Stone's home.

All are currently being held in the Scioto County jail.

Adkins and Fleming are both charged with trafficking and possession of heroin.

Stone and Elrod are being charged with possession of heroin and oxycodone.

Police say additional charges are to be expected and more people will also be charged.
