No Charges In State Contract Investigation

Kanawha County prosecutor Mark Plants said no criminal charges will be filed following an investigation of a dispute over a state contract.

Two DHHR lawyers and a former agency official were accused of illegally interfering with the awarding of a six-figure advertising contract.

Plants tells media outlets that there appears to have been internal policy violations and bad judgment. But he said there's no evidence the employees intended to commit a crime.

He also said the outcome of the contract bid wasn't compromised.

DHHR lawyers Susan Perry and Jennifer Taylor have been on paid leave since last July. They filed a whistleblower lawsuit against the agency last October.

Assistant Secretary John Law also was on paid leave until he was fired earlier this month.
