A state emergency official says Roane County's 911 center has been evacuated and roads in the Spencer area are closed because of flash flooding.

Division of Homeland Security and Emergency Management director of operations Terrance Lively says about five water rescues were conducted in the county Thursday morning. There were no injuries.

West Virginia State Police are advising motorists to avoid roads near Spencer because of high water.

Lively says 911 calls in Roane County are being transferred to Jackson County.

The National Weather Service's Charleston office says the Spencer area received 2-and-a-half to 3 inches of rain in a 12-hour period ending at noon Thursday.
