Ohio's Republican senator says the Obama administration's long-term strategy for Syria appears "very confused."

Sen. Rob Portman, of the Cincinnati area, had decided to oppose authorizing a military strike, but President Barack Obama asked Congress to hold off on voting this week while a diplomatic solution is sought.

Portman says he doesn't think the United States should take a military action without having a sound overall strategy. He also says it's important to attract more international backing, especially in the Middle East region.

Democratic Sen. Sherrod Brown of Cleveland says he is encouraged by this week's developments. He had indicated he was undecided on the military strike authorization.
