The state's elections chief has declined to appoint two people nominated by local Republicans for a troubled county board in northwest Ohio.

Republican Secretary of State Jon Husted had removed three members of the Lucas County elections board after saying it was plagued by dysfunction. On Tuesday, he rejected two people that the county's Republican Party recommended to fill those open seats.

Husted said the nominees were unqualified because they perpetuated or contributed to the board's problems. The local Republican Party will have to choose another pair of nominees.

The newspaper says Husted hasn't announced whether he'll appoint the nominee recommended by local Democrats to fill the remaining seat on the panel.
