CINCINNATI (AP) – An outside investigative report says a University of Cincinnati police officer made critical judgment errors and used poor police tactics in a fatal traffic stop shooting.

The school released Friday a report it commissioned regarding the July 19 shooting by since-fired UC officer Ray Tensing of Samuel DuBose, a 43-year-old unarmed black man. Tensing, who is white, has pleaded not guilty to charges of murder and involuntary manslaughter.

New York-based risk management firm Kroll Inc. reports Tensing’s use of deadly force after stopping DuBose for missing a front license plate went against school policy and basic police training.

His attorney has said Tensing feared he would be dragged under the car as DuBose tried to drive away. Attorney Stewart Mathews said Friday the case will be decided in a courtroom.
