Payout to former W. Va. Police Chief Under Investigation

State police First Lt. Michael Baylous tells The Herald-Dispatch that the Cabell County prosecutor’s office requested the investigation. He says he can’t provide any details.
Williams declined to comment to the newspaper. He has previously denied wrongdoing.
City Council member Scott Caserta questioned the payout issued to Skip Holbrook after the former police chief resigned in 2014. Caserta has alleged that about $34,000 paid to Holbrook for accrued sick leave violated city ordinance.
The newspaper says Caserta presented documents to the prosecutor’s office in May showing Holbrook also received more than $11,000 for remaining and accrued vacation time. The total payout was $45,340.
