A member of Ohio's study committee on exotic animal regulations says the group will likely recommend a ban on new private ownership of bears, big cats and other dangerous animals and subject future buyers and sellers to penalties.

Debbie Leahy of the Humane Society of the United States, told the Associated Press on Tuesday that current owners would likely be allowed to keep animals but face new permit rules.

The working group has until the end of November to draft permanent legislation.

Their work was expedited last week after an owner released dozens of exotic pets from his Zanesville farm before killing himself.

Police killed 48 of the animals, including 18 endangered Bengal tigers.
