Cleveland.com reports that Cuyahoga County Common Pleas Administrative Judge John Russo put that option forward in an email to the county’s public safety director last month.
Carney said in a reply email that she was not aware of the issue. An attorney for the union that represents jail officers said he was unaware of complaints and questioned whether inmates were telling the truth about it.
The issue is among many documented problems at the jail, including mistreatment of inmates, low morale among the understaffed jail officers, beating inmates and several inmates being mistakenly released from the jail.
