Counties have to pay company back

Guernsey, Noble, Muskingum and some other counties will have to repay a combined $4 million in tax money improperly collected from an unnamed company.

 Monroe and Perry are also among 11 counties that will have to hand over money to a company that is not being named because of taxpayer confidentiality laws.

 However, the counties that are paying back the funds are roughly aligned with the layout of the Rockies Express Pipeline-East, a natural-gas pipeline which was built by a Texas firm.

The refund is due because the company paid $16 million on items that are considered tax exempt.
