Hurricane Irene has has put Federal Emergency Management Agency back in the spotlight. Representative Ron Paul renewed demands for the agency to shut down. House Majority Leader Eric Cantor called for any future FEMA funding to be offset by spending cuts. Diane and guests will take a look at the fiscal and political challenges facing FEMA. Joining her this morning will be Ed O'Keefe, federal government reporter for The Washington Post, Dan Mitchell, senior fellow at the Cato Institute, Jane Bullock former chief of staff, FEMA, and Independent U. S. senator from Vermont, Bernie Sanders.

The second hour of today's program features a conversation with Conor O'Clery, author of "Moscow, December 25, 1991."  In his book, O'Clery offers a minute by minute account of this dramatic day in Russian history. He also details many of the tumultuous events in the years leading up to the end of the Soviet Union.
