Kelly says she is in the custody of sheriff's deputies and will be charged.
He added it's unclear what those charges will be and whether ffitch will be released after deputies have interviewed her.
Appearing in the video are Nate Ebert, a concerned citizen at the site, and Deputy Bryan Cooper with the Athens County Sheriff's Office.
Athens County sheriff's deputies are on the scene where a woman has chained herself to two concrete-filled barrels outside an injection well site.
Sheriff Pat Kelly says his officers called to report the incident on Ladd Ridge Road west of Athens Tuesday morning.
According to a witness at the scene, resident Madeline ffitch (lowercase spelling is correct) is blocking the gates to the well.
In a press release from the group behind the demonstration, they say they want the Ohio Department of Natural Resources to test the water being injected into the well.
Kelly says the fire department has been called to cut the woman loose.
No word if she will face any charges.
Kelly says the well sits on private property, though he could not say if the landowner was the one who called deputies.
