Ohio's top utility regulator is telling a legislative panel that two energy companies have spent about a penny for each kilowatt-hour of reduced electricity use since 2009.

Public Utilities Commission of Ohio Chairman Tom Johnson was the first witness Monday before a new Energy Mandates Study Committee that's gathering data on Ohio's alternative energy mandates while the thresholds are paused for two years.

Johnson said FirstEnergy paid $5.5 million to third-party administrators that reduced energy use by 507 million kilowatt hours, or 1.1 cents per kilowatt-hour. American Electric Power paid about $845,000 to deliver an annual savings of 328 million kilowatt-hours of power, or about a quarter of a cent per kilowatt hour.

Each kilowatt-hour of power in Ohio costs between 8 cents and 9.5 cents.
