Secretary of State Jon Husted says the numbers he released Wednesday were based on an informal survey of the state's 88 county boards of election as of Friday.
More than 1.2 million voters have requested an absentee ballot to vote by mail since early voting began Oct. 2.
Husted says more than 124,000 people have voted early in person.
Ohio is among 34 states, plus the District of Columbia, where people can vote early without giving any reason.
About 30 percent of the swing state's total vote – or roughly 1.7 million ballots – came in before Election Day in 2008.
