A three-judge panel has rejected a petition seeking the removal of Wood County Sheriff Jeff Sandy.
The petitioner, former Deputy Sheriff David Westfall, raised claims of false swearing, assault, battery, intimidation and retaliation.
In the ruling, the judicial panel said it was "dismayed and appalled by many of the actions taken by members of the Wood County Sheriff's Department."
However, it said the allegations could not be proven by the required standard of "clear and convincing evidence."
