COLUMBUS, Ohio (AP) – The text of a hastily passed proposal to ban monopolies and cartels in Ohio’s constitution has been delivered to the state elections chief for placement on the November ballot.

The resolution was sent to the secretary of state Wednesday, a day after it cleared the Legislature. As a direct proposal to the people, it didn’t require the governor’s signature.

If approved, the measure would prohibit other constitutional amendments that “grant a monopoly, oligopoly, or cartel, specify or determine a tax rate, or confer a commercial interest, right, or license to any person or nonpublic entity.”

A marijuana legalization question headed toward the same ballot would establish a network of privately-financed marijuana-growing sites and set marijuana tax rates. Both elements would fall under the prohibition in the anti-monopoly issue.
