Third Sentenced In Double Murder

A Scioto County man has been sentenced to life in prison today for his role in a double murder in Lucasville in January of 2010.

Scioto County Common Pleas Court Judge William Marshall sentenced Cecil Conley, 45, today on two counts of aggravated murder, one count of kidnapping and one count of aggravated burglary.
 
Conley was one of three people convicted in the shooting deaths of Gary Markins and Nina Mannering. Christina Williams, of Portsmouth, was convicted in July 2010 and sentenced to life in prison with the possibility of parole. Gary Markins, Jr., son of the victim, was convicted in August 2010 and sentenced to life in prison with the possibility of parole.
 
Prosecutor Mark Kuhn says the Markins, Sr. and Mannering were found shot to death in Markins' home.
 
Scioto County deputies were able to locate and arrest Conley in Middletown after the shootings by locating his cell phone.
 
Conley has 10 previous felony convictions and has spent 23 years in prison.
