Officials are discussing tax credits meant to help the California-based producer cope with electricity costs when aluminum prices are weak.
The plant employed around 650 people when it idled in 2009. But the company then began cutting off health coverage for its retirees.
Century announced a proposed agreement over the ended benefits late last month. Retirees are meeting Thursday evening to vote on the offer.
The company has said that a competitive labor agreement is among the remaining hurdles for a potential restart of the plant
