COLUMBUS, Ohio (AP) – State officials are set to release proposed details of an effort to require more than 1 million low-income Ohioans to pay a new monthly cost for Medicaid.

House Republicans inserted the idea for the so-called Healthy Ohio Program into the state budget last year. It would require federal approval.

Republican Gov. John Kasich’s administration must first seek a waiver of federal Medicaid rules so that the state can require certain Medicaid recipients to pay into a health-savings account regardless of their income.

Ohio Medicaid officials are making a draft of that waiver request available for public comment beginning Friday.

Two public hearings are planned over the 30-day comment period that ends May 13.

The administration tentatively plans to submit the proposal to Washington in mid-June.
