Dozens of county school districts called off classes for Thursday. Some college campuses also planned to remain shut.
Forecasters say breezy conditions again will send wind chill readings below zero, causing frostbite on exposed skin in a matter of minutes. Emergency management officials say at least 90 warming centers are open statewide.
Temperatures are expected to rebound above freezing on Friday and could approach 60 degrees (15.5 degrees Celsius) on Sunday.
